Medicare Broker in Oceanside: Clear Answers for Retirees, Veterans and Families

Oceanside is the most varied city we serve. On one street you’ll find a retired Marine who spent 25 years at Camp Pendleton. On the next, a couple who sold a business and moved into a South Oceanside bungalow near the beach. Out east, in neighborhoods like Fire Mountain, St. Malo, Rancho del Oro and the senior communities around Ocean Hills, people are planning retirement on very different budgets.

That’s why there’s no single “Oceanside answer” to Medicare. The right choice depends on your doctors, your income, and whether military benefits are part of the picture. Brian McArthur is an independent, licensed Medicare broker and the creator of the Medicare Execution Process®. He helps Oceanside residents, and the financial advisors who work with them, sort through those choices with real numbers. Our office is in the Elfin Forest area of Escondido, a straight shot east on Highway 78.

Health care close to home in Oceanside

Most Oceanside residents use a mix of these local providers:

  • Tri-City Medical Center: the full-service hospital on Vista Way, and the nearest emergency room and inpatient hospital for most of the city.
  • Scripps Coastal Medical Center Oceanside: primary care and outpatient visits for people who see Scripps doctors.
  • Scripps Memorial Hospital Encinitas: a few exits south on I-5.
  • Palomar Medical Center Escondido: a common choice for residents in eastern Oceanside and along Highway 76.
  • Scripps La Jolla and UC San Diego Health: for specialty surgery, cancer care and complex cases.
  • Naval Hospital Camp Pendleton: used by many military retirees and their families.

Original Medicare is accepted by any doctor or hospital that takes Medicare, which includes the major hospitals listed above. Medicare Advantage plans use networks, and those networks are set by each plan and can change from one year to the next. Whatever direction you lean, we check whether your doctors and hospitals are in a plan’s network before you enroll, not after.

Military retirees: TRICARE For Life and Medicare

Oceanside sits right next to Camp Pendleton, so a lot of our conversations here involve TRICARE. If you’re a military retiree, TRICARE For Life generally requires you to be enrolled in Medicare Part A and Part B to keep your TRICARE coverage once you’re eligible. Medicare pays first, and TRICARE For Life acts as secondary coverage for many costs.

For many retirees, that pairing already does much of what a Medicare Supplement would do, so buying a Supplement on top may not make sense. Prescription coverage is also handled through TRICARE, which affects the Part D decision. Medicare Advantage is a separate question, and whether it adds anything for someone with TRICARE For Life depends on the person.

Families are often mixed: one spouse has TRICARE and the other came from a civilian career and needs a full Medicare plan. We plan for both people, not just one.

Turning 65 in Oceanside: the timeline

  • Initial Enrollment Period: seven months around your 65th birthday month (three months before, your birthday month and three months after).
  • Still working? If you have creditable coverage through a large employer, you may be able to delay Part B without a penalty. Check before your birthday.
  • Medigap open enrollment: a six-month window starting with your Part B effective date. During it, you can buy any Supplement without health questions.
  • California’s birthday rule: each year around your birthday, you can switch to a Supplement with equal or lesser benefits without medical underwriting.

Supplement or Medicare Advantage: how Oceanside residents decide

Parts A and B come from the federal government. Medicare Advantage (Part C) and drug plans (Part D) come from private insurance companies. You either keep Original Medicare and add a Supplement and drug plan, or you choose a Medicare Advantage plan that takes the place of Parts A and B.

Original Medicare + Supplement suits people who want to see any doctor who takes Medicare, travel or split time out of state, or keep specialists in more than one health system. The trade-off is a higher monthly premium. In 2026 the standard Part B premium is $202.90 a month, and Supplement and Part D premiums are added on top.

Medicare Advantage suits people who are comfortable with a network and a primary care doctor coordinating their care, and who want drug coverage bundled into one plan. The trade-off is network limits and prior authorization for some services. Premiums, copays and networks vary by plan and by year.

We compare the specific plans we offer in San Diego County against your doctors and your prescription list, and we show you the numbers for both paths.

Sharp Health Plan members in Oceanside

Sharp Health Plan has announced that it will no longer offer individual Medicare Advantage plans in 2027. Its individual coverage stays active through December 31, 2026. Members in Sharp’s employer-sponsored retiree plans are not affected. If you’re in an individual Sharp plan and got a non-renewal letter, we can help you compare your options and confirm your doctors for 2027.

IRMAA for higher-income Oceanside households

If your income is above $109,000 single or $218,000 married filing jointly, you’ll pay more for Part B and Part D. The surcharge is called IRMAA, and it’s based on your tax return from two years earlier. A home sale, a business sale or a large IRA withdrawal can push you into a higher bracket. If your income dropped because you retired, you can file Form SSA-44 to ask Social Security to recalculate. We coordinate this with your financial advisor or CPA.

Frequently asked questions

Does Tri-City Medical Center accept Medicare?

Tri-City accepts Original Medicare, so with Original Medicare and a Supplement you can use it like any other Medicare-participating hospital. With Medicare Advantage, it depends on the plan’s network for that year, so we check it for you before you enroll.

I’m a military retiree in Oceanside. Do I need Medicare if I have TRICARE?

In most cases, yes. TRICARE For Life generally requires you to have Medicare Part A and Part B. Medicare pays first and TRICARE For Life pays second. We’ll help you decide whether you need anything else on top.

My spouse has TRICARE but I don’t. What should I do?

Each person enrolls in Medicare on their own. Your spouse may rely on TRICARE For Life, while you choose a Supplement or Medicare Advantage plan. We plan for both of you in the same conversation.

I’m in a Sharp Health Plan Medicare Advantage plan. What happens in 2027?

Sharp Health Plan says its individual Medicare Advantage plans end December 31, 2026. If you don’t choose a new plan, you return to Original Medicare. We can help you compare plans and confirm your doctors before the deadline.

Can I keep my doctor at Scripps Coastal in Oceanside?

With Original Medicare and a Supplement, you can see any doctor who accepts Medicare. With Medicare Advantage, it depends on the plan’s network and your medical group. We check your specific doctors against each plan.

Do you meet in person in Oceanside?

Most first conversations happen by phone or video, which is easy for most people. Our office in Escondido is about 25 minutes away if you’d like to meet in person.
